THE ROLE OF LANDSCAPE IN A CHANGING WORLD, AND THE ROLE OF THE PRIVATE SECTOR

The landscape has both an economic and social aspect. In this perspective, the role of the private sector in its protection and enhancement becomes strategic. The professionals of the territory are all privileged interlocutors when talking about a project that implies a change in the landscape. They are equal and allies in the exercise of the public function of landscape protection and land use. If we do not start from this premise, no normative system will work. The normative system of Puglia is very positive because the PPTR (Regional Territorial and Environmental Plan) provides a series of governance tools that should give concrete implementation to the principle of subsidiarity.

Unfortunately, the governance tools are still poorly developed by professionals and poorly incorporated into the mentality (and therefore, poorly used) by the subjects that oversee public action. To stimulate their use, the private sector should also be given a role of impulse. Private individuals must be able to activate a dialogue with public entities aimed at planning and joint intervention on the territory.

From a practical point of view, one could imagine a concert hall within the Regional Observatory that becomes a reference point for professionals. A physical and digital place to turn to at any time for information on the regional case law of the application of the PPTR in the various municipalities. A place where private individuals can activate, also through the subsidiary support of the Region, the governance tools to confront all qualified public interlocutors.

This would be important to move from the planning of the project to its sharing and to achieve the goal of having a territory protected in its fundamental assets.
